Shortly after the Declaration of Independence (July 4, 1776),
British Admiral Lord Howe was made Acting Peace Commissioner,
and instructed to try to stop the American Revolution. Howe
invited American delegates to a Peace Conference to be held
at the Billopp Manor House on Staten Island on September 11,
1776. Benjamin Franklin, John Adams and Edward Rutledge were
sent as representatives of the US government. The meeting was
very brief (3 hours) and was unsuccessful in preventing the
Revolutionary War. The Conference House, now a park, is on
the southernmost tip of Staten Island - overlooking Raritan Bay.
